Corruption..the culture of self interest

Indians do not believe in the theory that they all can rise if each of them behaves morally, because that is not in the message of their faith. Their caste system separates them. They don't believe that all men are equal. This resulted in their division and migration to other religions . Many started their own faith like Sikh, Jain, Buddha and many converted to Christianity and Islam. The result is that Indians don't trust one another. As a result they trust family over friends, friends over cast, cast over religion, religion over region, region over country. That’s how an utterly corrupt politician can make a comeback because he belongs to particular caste or religion.
The inequality has resulted in to a corrupt society. In India every one is thus against everyone else. Corruption in India is a cultural aspect. Indians seem to think nothing peculiar about corruption. It is everywhere. Indians tolerate corrupt individuals rather than correct them. No human race can be genitally corrupt. But a race can be corrupted by its culture.
To know why Indians are corrupt, let’s look at their patterns and practices. As it is time to understand exactly what makes a Indian to offer heavy cash and gold ornament as offering to the god. Exactly what goes in there mind when they do so. Definitely it is not for welfare of society. They give cash to god and anticipate an out-of-turn reward. It is actually for a welfare of own. They can go to any extent in the name of moksha and benefit of its own. In the world outside the temple walls, such a transaction is named-bribe
A wealthy Indian further end up offering not cash but gold crowns and baubles. These gifts can not feed the poor, his pay-off is for God. Such a plea acknowledges that favours are needed for the undeserving.. It is not a surprise that In June 2009, The Hindu published a report of Karnataka minister G. Janardhan Reddy gifting a crown of gold and diamonds worth Rs 45 crore to Tirupati.
Indians temples collect so much that they don't know what to do with it. Billions are gathering dust in some of the famous temple vaults. Indians believe that if God accepts money for his favours, then nothing is wrong in doing the same thing. Bribes to god is encouraged by temples priest, the more bribe u offer the more VIP treatment u deserve from temple of god. These temples receives huge bribes from their devotees in the name of god without getting into source of their wealth…Why?
This is why Indians are so easily corruptible. Indian culture accommodates such transactions morally. There is no real stigma. Indian moral ambiguity towards corruption is visible in its history too.
Indian history tells of the capture of cities and kingdoms after guards were paid off to open the gates, and commanders paid off to surrender. This is unique to India. Indians' corrupt nature has meant limited warfare on the subcontinent. It is striking how Indians have actually fought compared to ancient Greece and modern Europe. In India fighting wasn't needed, bribing was enough to see off armies. Any invader willing to spend cash could brush aside Indian’s kings, no matter how many tens of thousands soldiers were in their infantry.
Little resistance was given by the Indians at the Battle of Plassey. Clive paid off Mir Jaffar and all of Bengal folded to an army of 3,000. Golconda was captured in 1687 after the secret back door was left open. Mughals vanquished Marathas and Rajputs with nothing but bribes. The Raja of Srinagar gave up Dara Shikoh’s son Sulaiman to Aurangzeb after receiving a bribe.
‘अनेकता में एकता’ वो भी दिखावटी एकता. Un trust is so deep that slight provocation can make them insane and ignite riots among various caste and religions. They can loot and kill there neighbours with whom they were as families few days before.

आरक्षण क्यों ?

जाति के नाम पर आपने हम 85% को तिरिस्कार की नजरों से देखा आज भी आप हमे अपने साथ लेकर नहीं चलना चाहते, आज भी आप की भाषा में हमारे लिये तिरस्कार दिखाई देता है. हमे नीचा दिखाने का कोई मौका नहीं खोते. आपके पास ताकत थी रूतबा था तो आपने पीढी दर पीढी डंडे के बल पर हमसे बेगार कराई. हमे सढा गला खाने पर मजबूर किया. ज्ञान से दूर रखा. हमारी परछाई भी अगर आप पर पड जाती तो आप को गंगा स्नान करना पडता था. हम भेड बकरियों से भी गये गुजरे थे. आज आप बराबरी के ज्ञान की दुहाई दे रहे है, पर आप ही ने तो हमे अब तक ज्ञान से दूर रखा था. अगर हमारे कानों में ज्ञान का एक शब्द भी पड जाता तो कान में पिघला सीसा डाल देने का प्रावधान भी आप ने बना रखा था.

भला हो लोकतंत्र का , की उस बनाने वालों ने हमे इंसान समझा और आप जेसे लोगों को समझाया की हम भी आपकी तरह ही जीते जागते इंसान है कोई खतरनाक वाइयरस बेक्टीरिया नहीं की जिसे छूते ही आप या आप का धर्म नष्ट हो जायेगा. हमे वोट देने का अधिकार मिला और नेताओं को हमारी ताकत का पता चला और उन्हे हमारी खेरीयत की चिंता होने लगी...भले ही चिंता दिखावटी हो!

हमारी हजारों वर्षों की लाचारी और गरीबी से हमे उबरने में कुछ तो समय लगेगा ना! हमारे पास आज भी आपके जितना ज्ञान भले ही ना हो, पर इतना ज्ञान तो है ही की जिस नोकरी के लिये आवेदन किया है वो हम कर सके. पहले आपने हमे जाति के नाम पर प्रगति से वंचित रखा था..आज आप ज्ञान की दुहाई देकर हमे वंचित करना चाहते है. आज आप पढाई में लाखों खर्च करते है, आपके बच्चे अच्छे से अच्छे अंग्रेजी स्कूलों और कालेजों में पढते है, सबसे बेहतरीन शिक्षकों द्वारा हर विषय पर अलग से ट्यूशन लेते है. अब हम इतना पैसा कहां से लाये और आप की बराबरी करे. फिर भी हम बस इतना कहना चाहते है कि बस कुछ समय और दीजिये. उसके बाद आप से ज्ञान में भी बराबरी कर लेगे.

दलितों में जो गरीब है उन्हे आरक्षण देने की बात कहने वाले पहले बताये कि गरीब किस को बोलोगे. सरकार सिर्फ बीपीएल धारी को गरीब मानती है. बीपीएल क्या होता है कुछ पता है? जिसको एक रोटी का आसरा तक नहीं उस नंगे भूखे डरे और सहमे अपने लिये रोटी का इंतिजाम कर सके वो ही बहुत है. उसके पास तो खाने तक के लाले है वो क्या पढेगा और आप के हिसाब से क्या ज्ञान हासिल कर पायेगा... इतनी मंहगी शिक्षा वो अपने बच्चों को कैसे दे पायेगा ? जिस शिक्षा के माप दंड आपने बनाये है उसे हमारा गरीब क्या आपका गरीब भी हासिल  नहीं कर सकता जब तक की उस पर आप की सीधे मेहरबानी ना हो जाये.

असल मामला यह है की दलित में जो लोग थोडा पढलिख  गये है और रोजी रोटी के मामले में थोडा आत्म निर्भर हो गये है, अब आपको उन से डर लगने लगा है क्योंकी वो अब आपके एकाधिकार वाले क्षेत्र में आप से बराबरी की हिम्म्त जो कर रहे है. अब आपकी सामंति मानसिकता को यह कैसे स्वीकार होगा की जो कल आप के रहमो करम पर था वो आज आप के बराबर बैठने की हिम्मत कर रहा है. इसलिये अब आप गरीबी कि दुहाई देते है क्योंकी आप को मालूम है की गरीब तो आप से प्रतिस्पर्धा करने रहा.

अगर 45% मार्क्स और उम्र में 5 साल की छुट का समीकरण समझना है तो आप को  यह भी समझना होगा की 15% स्वर्ण 85% प्रतिशत पदों पर केसे?. क्या आपको मालूम है की मानसिक गुलामी क्या होती है. यह उसी का असर है वरना एसे क्या सुरखाव के पर आपमे लगे हुये है की 15% स्वर्ण 85% प्रतिशत पदों पर काबिज है. इन 65 सालों में दलित वर्ग जग गया है और अनचाही गुलामी से मुक्ती चाह्ता है. इसलिये इसे सम्मानपूर्वक मुख्यधारा में शामिल किया जाये. जिससे आपका सम्मान भी बना रहे. वरना यह काम अब वो खुद भी कर लेगा. फिर कल यह ना कहना की हम 15% को बस 15% ही?

कोटे को सामान्य से भरने पर इस लिये रोक लगाई गई क्योंकी वहां पर भी आपने चाल चलनी शुरू कर दी थी. हमारे उम्मीदवार रहते हुये भी आपने यह दिखाकर की कोई कोटे का उम्मीदवार नहीं है उसे सामान्य से भरना शुरू कर दिया. वेसे आरक्षण सिर्फ सरकारी संस्थाओं में ही तो है, बाकी सारा कारोबार तो आपका है, निजी संस्थान, स्कूल कालेज आपके, व्यव्साय आपका, अब कुछ तो हमारे लिये भी छोडीये. या आप अब भी चाह्ते है की 85% आबादी आप के रहमो करम पर जिये...?

आज आरक्षण कुछ हद तक सरकारी कार्यालयों और संस्थानों में ही कारगर हो रहा है. पर इधर भी ठेके पर काम कराने की चलन जोर शोर पर है. आरक्षण का मजाक उडाती ठेकेदारी. सरकारी अनुदान पर चलने वाले निजी संस्थानों का हाल और भी बुरा, अपने लिये सस्ती दरों पर जमीन, और रियायतें लेने में सबसे आगे पर जब सवाल आरक्षण का हो तो बोलती बंद.

अगर आप खुद कि उन्नति से ज्यादा देश की उन्नति चाहते तो आप कैसे 85% प्रतिशत आबादी को सिर्फ इसलिये नंजरदांज कर सकते है कि वो आपके द्वारा बनाये गये मापदंडॉ पर खरी नहीं है. यह आपकी ना समझी ही तो है की आप इस ताकत को अभी तक नहीं समझ पा रहे. अगर आप इतने ही होनाहार है तो हर हाथ को काम और हर पेट को सुनिश्चित कर दो फिर देखो आरक्षण का मुद्दा अपने आप खत्म हो जायेगा. वरना यह काम अब इन 85% पर छोड दो.

आपकी सोच और समझदारी तो अब देश की आम जनता को वेसे ही समझ आ रही है ..केसे अपने निजी स्वार्थों के लिये  देश को बेचने से भी शर्म नहीं करते है. कोई बतायेगा की विदेशी बेंको में जमा लाखों करोडों रूपये किस के है?..ओह हां याद आया आरक्षण फिल्म पर रोक लगाने जेसा कुछ भी नही है. यह उसे सस्ती लोकप्रियता भर दिला रहा है. बजारवाद का एक नया रूप. चलो अच्छा ही है, इस बहाने इस फिल्म को लोग देखेगे...वरना फिल्म कब आती और चली जाती किसी को पता भी नही चलता...

राजनितिक व्यबस्था पर कुछ सुझाव

इस देश के नेतृत्व से बहुत सी राजनितिक भूलें हुई है...उनमे से 7 आपने पिछ्ले इमेल में भेजा था. हम आपके इमेल से सहमत है पर आपने जो समस्या उठाई उसका हल क्या है. यह पहले भी हुआ और आगे भी होगा. यह कुछ लोगो का गलत तरीके से इस देश में दाखिल होने का ही मामला नहीं है. यह तो समस्या का बस एक पहलू भर है.

लोकतंत्र का पूरा खेल पूंजी और जनमत पर टिका हुआ है. अगर पूंजी का इतिजाम सअही तरीम्के से हो सके तो बहुत सारे गलत काम अपने आप कम हो जायेगे. इस समस्या कुछ हद तक हल जनता को सीधे राजनैतिक पार्टीयों को चंदा देने से हो सकती है. जैसे ऐसा प्रवाधान हो की हम आयकर का कुछ हिस्सा सीधे मनचाही पार्टियों को दे सके. राजनैतिक पार्टीया भी अपनी आय और खर्च का हिसाब दें. जिस पार्टी को भी कालेधन के इस्तेमाल का दोषी पाया जाये उसके साथ कडी सज़ा का प्रवाधान हो.

जन प्रतिनिधी को उसे इस काम की कोई तनखाह तो मिलती नहीं है, जब तक कि वो पार्षद या विधायक नहीं बना जाता. और ना ही हम खुले दिल से दान देते है. अकसर जो हम देते है वो काम का कमीशन होता है. जिसे पहले ही कानून ने भर्ष्ट घोषित किया हुआ है. क्या ही अच्छा हो की हर नेता और जन प्रतिनिधी अपने काम की रेट लिस्ट सार्वजनिक करे. और उससे मिले पेसे को वो आमदनी में दिखा कर उस पर सर्विस टेक्स और इनकमटेक्स दे. हम क्यों नही मान लेते की जब एक वकील अपनी गलत और सही काम की फीस ले सकता है तो नेता या जनप्रतिनिधी क्योँ नहीं!

क्या ही अच्छा हो की UPSC, PSC, CDS, की तरह कोई कमिशन इनके लिये भी हो जो जन प्रतिनिधी और नेता या जन सेवा का कार्य करना चाह्ते हो उन्हे इसे पास करना पडे. या कम से कम लाइसेंस जेसा कुछ हो. यह लाइसेंस कुछ मानदंडो के आधार पर ही दिया जाय और इसे निरस्त करने का अधिकार भी इस बोडी को हो. और चुनाव में खडे होने के लिये उसके पास यह लाइसें होना अनिवार्य हो.

लोकतंत्र में चुनाव संख्या बल के आधार पर होता है. राजा और रंक लोकतंत्र की नजर में समान बन गये उनके वोटींग का वेटेज एक सा कर दिया जो सुनने में बड़ा लुभावना था पर उस का असर जो हुआ वो बडा ही खतरनाक हुआ. जिसे देश की समस्याओँ से कोई लेना देना नही था ना ही जिसे कूटनितिक समझ थी वो देश का नेतृत्व चुनने लगा. जिस देश की अधिकांश जना संख्या अनपढ, गंवार, गरीब और भुखमरी की श्रेणी में आती थी देश के प्रतिनिधी चुनने लगी. इन्हे आसानी से धर्म जाति रंग बोली के आधार पर बेवकूफ बनाया जा सकता था.

इस लोकतंत्र ने सभी को एक समान वोटिंग राइट दिये है. सभी की वोट की कीमत एक समान है. क्यों नहीं हम कुछ मानदंड के आधार पर इन का कीमत बनाते. क्यों एक अनपढ और पढेलिखे के वोटिंग की कीमत एक समान हो. अब तक सब कुछ संख्या बल के आधार पर ही तय होता रहा की कोन चुनकर जायेगा. अब इसे बदलने का समय आ गया.

हम किस लिये 546 की संख्या के साथ पार्लियामेंट चलाना चाहते है. क्यों हम अपने राज्योँ में 250 से 400 तक विधायक चुनकर विधानसभा में भेजते है जब की हमे मालूम है की अधिकांश को इन सब से कुछ लेना देना ही नहीं है. हम यह क्यों नही समझते की निर्णय एक छोटे ग्रुप में करना ज्यादा आसान और कारगर होगा. इतनी बढी संख्या के वाबजूद हमारी पार्लियामेंट और विधानसभा के निर्णय जन विरोधी और देश हित के विरूध होते है.

अब हालत ये है कि सभी पार्टीयों में दागी उम्मीदवारोँ की भरमार है.गभींर अपराधों के आरोपी चुनाव में खडे होते हो और जीत हासिल करते है. अपने राजनितिक आकाओं के बल पर देश के लिये अनजाने लोग इसलिये एमपी एमएलए या मंत्री बन जाते है क्योंकी वो किसी दमदार के पुत्र या पुत्री है. यही उनकी इकलोती क्वालिफिकेशन होती है. इसमे लगातार बढोती एक खतरनाक संकेत है.

सबसे बढी बात 1857 से लेकर 1947 तक जो भी कानून अंग्रेज देश में बना कर गये क्या उनकी समिक्षा नहीं होनी चाहिये. क्या पुलिस का रोल अब फिर से परिभाषित नहीं होना चाहिये. यह देश कोटा, लाइसेंस, रिजर्वेशन और सब्सीडी से उबर भी नही पाया और उसके उपर मल्टीनेशनल और FDI की तलवार लटका दी. पहले तो एक कम्पनी ने इस देश को 200 साल की गुलामी दी ....और अब!...... हम अब भी नहीं जागे तो भगवान ही मालिक है.

विश्व की सबसे खर्चीली भ्रष्टाचारयुक्त लोकतांत्रिक व्यबस्था

 लोकपाल बिल के अंध भक्तों, जरा हमारी भी सुनो,

जो रकम स्वीस बेंक में बतायी जा रही है उसका ना कोई ओर है ना छोर. जिसके मन में जो आ रहा है वो रकम बता रहा है. मुझे जितने भी मेल मिले उसमें कम से कम रकम 6 लाख करोड़ और आज के ताजा इमेल में यह अब 280 लाख करोड़ है. यह सच है की जिस को भी मोका मिला उसने इस देश का पैसा लूटा है और दबाया है. राजा और कलमाडी जेसे लोग तो बस इस बात का इशारा भर है की लूट किस हद तक हो सकती है. चलो इस बार अन्ना ने हम सबको सोचने पर मजबूर कर दिया. चलिये उनकी बात को और आगे बढाते है. उसके बाद हम इस पर एक बहस करेगें...यह बहस जीत या हार के लिये नही होगी, यह बहस समस्या की जड मे जाने की और उसका हल सोचने के लिये होगी..... देखते है हमारी बहस इस बार क्या रंग लाती है.

जिस लोकतंत्र को हम ने अपनाया है लगता है जेसे उस का यह एक दुष्परिणाम  है. जेसे यह इस व्यवस्था की कीमत है जो इस देश का आम नागरिक चुका रहा है. इस देश के नेतृत्व से बहुत सी राजनितिक भूलें हुई है. जिसके भयावह नतीजे आज हमारे सामने है ..
 हम आपके इमेल से सहमत है पर आपने जो समस्या उठाई उसका हल क्या है. यह पहले भी हुआ और आगे भी होगा. यह असली समस्या नहीं है बस यह तो समस्या का एक पहलू भर है. आप कि मुहिम सर आंखो पर चलो इस बहाने लोगों को इस देश व्यवस्था पर एक बार फिर सोचने को मजबूर कर दिया. आप के मेल से लगता है की आप इस देश में लोकपाल नाम की व्यवस्था को लोकतांत्रिक व्यवस्था के उपर लाना चाहते है.
आप को लगता है की संसद और विधान सभाओं में भेजे गये हजारों बेलगाम जन प्रतिनिधियों पर लगाम कसने का काम करेगा, लोकपाल बिल उनकी अक्ल ठिकाने पर ला देगा और रातो रात उन्हे इमानदार और देश के लिये समर्पित निष्टावान कार्यकर्ता में बदल देगा. जो देश लाल फीता शाही, पुलिस, सीबाई, वकील और जजों और लाखों सडे गले कानून के जाल में उलझा हुआ है अब उसे लोकपाल और उसके साथ काम करने वाले लाखों साजिंदों के फोज सब ठीक कर देगी, क्यों ना हो उसे अब इस देश के 120 करोड़ को आबादी को इमानदारी का पाठ जो पढाना है.

शायद आप सही हो..चलिये आप की इजाजत से इस समस्या पर जरा एक बार फिर से गोर करते है. . विश्व की सबसे खर्चीली राजनितिक व्यबस्था अगर कोइ है तो वो हमारा लोकतंत्र है. इसके बाबजूद स्वतंत्रता के बाद इस भूखे नंगे देश ने इसे अपनाया. तो उसका कारण सिर्फ एक था की धर्म जाति रंग बोली प्रांत के आधार पर बटे इस देश में अगर कोई राजनितिक व्यबस्था काम कर सकती थी तो वो लोकतंत्र था. इस देश ने लोकतंत्र को अपनाया और हर खास और आम को एक नजर से देखा और हर उस सख्स को जो इस देश में था उसे वोट देने का अधिकार दिया और साथ मे राज करने का हक भी दिया.
उस समय सोचा गया की जन प्रतिनिधी एक सामज सेवक होगा जो समाज के लिये जियेगा और समाज के लिये मरेगा. जनता भी उसे ही चुनेगी जो उसका सच्चा प्रतिनिधीत्व करे. चुने हुये प्रतिनिधी पहले देश के लिय जबाब देह होंगे उसके बाद वो राज्य या अपने उसे क्षेत्र के प्रति जबाब देह होंगे. कितना लुभावना सपना था. हम उनसे राज करने की जगह सेवा कराने की उम्मीद जो कर रहे थे.

हमारी सबसे बडी भूल उन्हे एक साधु सन्यासी की तरह समझना रहा. हमे लगा हमारा नेता, जो रूखा सूखा उसे मिलेगा वो खायेगा और अपनी खुद के पैसे से हमारी मदद करेगा और प्रभु के गुण गायेगा. हम एसे ही तो एक सच्चे समाज सेवक या जन प्रतिनिधी की कल्पना करते है, हम यह मानकर चलते है की जन प्रतिनिधी का ना कोइ पारिवारिक जिम्मेदारी होती है ना परिवार वो तो बस तन मन धन से अपने समाज या क्षेत्र के लोगोँ का कल्याण करे.

सच तो यह है कि राजनीती राज करने की निती है. यह कोइ समाज सेवा नहीं बल्की समाज से सेवा कराने की नीति है, उस पर राज करने की नीति है. इसका धेय बस किसी तरह सत्ता में बने रहना है. सच भी है..सत्ता उन्हे ताकत रुतबा और पैसा जो देती है.हम आज भी इस बात को नहीं सोचना चाहते की जन प्रतिनिधी को हमसे ज्यादा पैसे और ताकत की जरूरत होगी. वो संगठन चलाने के लिये और चुनाव के लिये पैसा कहां से लाये! वो कब तक और किस हद तक अपना पैसा संग़ठन चलाने में लगाये और क्यों लगाये!

जन प्रतिनिधी को उसे इस काम की कोई तनखाह तो मिलती नहीं है, जब तक कि वो पार्षद या विधायक नहीं बना जाता. और ना ही हम उन्हे खुले दिल से दान देते है. अकसर जो हम देते है वो काम का कमीशन होता है. जिसे पहले ही कानून ने भर्ष्ट घोषित किया हुआ है. क्या कोई पार्ट टाइम राजनिति करके विधायक या एमपी या एमएलए बन सकता है अरे इन सब को छोडिये क्या कोई पार्षद या फिर ग्राम प्रधान भी बन सकता है !
हर कार्य की तरह इसमे भी पूजी और समय लगता है. अब समय और पूजी वो कहां से लाये! क्योंकी अगर पूजी का इतिंजाम उस को करना है तो भ्रष्ट तरीके अपनाना क्या उसकी मजबूरी नहीं है, क्योंकि हम और आप तो बिना किसी बात के उसे पैसा देने से रहे बहुत हुआ तो कुछ चंदा दे दिया. कैसे कोई पाँच दस रुपये के चंदे के बल पर राजनीती कर सकता है, हां चंदे के बल पर कुछ दिन एश जरुर की जा सकती है.

हम सब को मालुम है की सभी राजनैतिक पार्टीयों को पैसा कहां से आता है. किस तरह ये सब काले धन को इस्तेमाल करने को मजबूर है. जिस वयवस्था के विरूध जन विद्रोह खडा किया गया है वो इस देश ने 65 सालों में विकिसित की है. यह सच है की इसमे भ्रष्टाचार, रिशव्तखोरी, कामचोरी, भाईभतीजा वाद जेसी अनगिनीत खाराबीयां है, पर उसका जबाब सिर्फ लोकपाल बिल नहीं हो सकता..सच तो यह है की यह इस को और मजबूत करेगा क्योंकी जिसे आप रिश्वत और भ्रष्टाचार समझ रहे है वो अपने आपने आप में पूरी तरह विकिसित व्यव्स्था है जिसके अंतर्गत यह देश चल रहा है.

यह सच है की इस देश की अधिसंख्य आबादी लूट, भुखमरी, गरीबी और भाई भतीजावाद से क्रस्त है. पर यही वो आबादी है जो वोट देते समय जाति धर्म और अपने पराये को देखती है. यही वो आबादी है जो अपना काम तो साम दाम दंड भेद से करा लेना चाहती है, और दूसरों को उपदेश देती है. जब उसके अपने काला धन कमाये और भर्ष्टाचार में भागीदार बने तो सब जायज . दूसरे करे तो राज अपराध.

सभी पार्टीयों में दागी उम्मीदवारोँ की भरमार है. गभींर अपराधों के आरोपी चुनाव में खडे होते है और जीत हासिल करते है. अपने राजनितिक आकाओं के बल पर देश के लिये अनजाने लोग इसलिये एमपी एमएलए या मंत्री बन जाते है क्योंकी वो किसी दमदार के पुत्र या पुत्री है. यही उनकी इकलोती क्वालिफिकेशन होती है. क्या ऐसा करना इन राजनितिक पार्टीयों कि मजबूरी नहीं.

आप लोकपाल की बात करते है बिना इस बत को सोचे की राज नेतिक पार्टीयां कि आमदनी का स्रोत क्या होगा. आप व्यवस्था परिवर्तन की बात कर रहे है, पर नई वयवस्था क्या होगी यह किसी को पता नहीं है. या आप सोचते है की जो है उसे खत्म कर दो उसके बाद जो होगा अच्छा ही होगा. क्या गारंटी है कि नई व्यवस्था पहले से बेहतर साबित होगी. इसलिये इस व्यवस्था पर आघात करने से पहले यह सोच लें की इस देश में माओवाद, सांमतवाद, आंतकवाद, धर्म वाद और ना जाने कितने वाद इस देश में पल रहे है.कंही एसा ना हो की इन्हे सिर उठाने का मोका हम दे दे. सवाल यह है की क्या हमारे पास इससे बेहतर कोई तंत्र है, या हम लोकपाल बिल के झांसे में हे कि उसके संसद में पास होते ही सब ठीक हो जयेगा?
सवाल तो हमारे देश की हर संस्था पर है. आप बताईये कोन सी संस्था इस समय अपने को पाक साफ बता सकती है. न्याय पालिका? संसद? या फिर चुनाव निर्वाचन आयोग? या फिर CAG. कोन सी राजनैतिक पार्टी एसी है जो पाक साफ है. जो उसे मिलने वाले पाई पाई का वार्षिक आडीट कराती है! या जिस के सदस्य अपराधी पृवति के लोग नहीं है. आज पार्टी के रूप में कोन सा विकल्प हमारे पास है? अगर नही तो शोर किसके लिये...?

लोकपाल बिल पूरी समस्या का हल ना होकर वो बस कुछ देर के लिये उसे छुपाने और दबाने का काम करेगा. वो गलत काम करने से पहले ज्यादा सजग रहेगे और शायद अब पहले से ज्यादा कमीशन की उम्मीद भी करे.
लोकतंत्र जेसी अच्छी खासी व्यवस्था की बेंड हम सब ने मिलकर बजाई है हम सब दोषी है ओर अगर यह सच है तो कोई लोकपाल बिल  भ्रष्टाचार के जाल से नही बचा सकता. इस शोर शराबे का असर बस इतना होगा की इनके चहरे बदल जायेगे. लोकपाल बिल बस ऐसा ही है, की हम जेसे कूडे के ढेर को साफ ना कर उस पर DDT का छिडकाव कर रहे हो. उससे क्या होगा? जब तक लोक पाल जेसी DDT का असर रहेगा कुछ भ्रष्टचार के कीडे कम हो जायेगे पर उसके बाद फिर पहले जेसा. क्योंकी उन पर कुछ दिन बाद DDT का असर ही नहीं होगा. वो उसका भी कोई ना कोई तोड निकाल ही लेगे. फिर देश किसी और दवाई की खोज करेगा...पर ऐसा कब तक !

एक बात समझ लीजिये की DDT का बुरा असर उन पर भी होता है जो कीडे नहीं है. इसकी गांरटी कोन लेगा की लोकपाल का दुर उपयोग नहीं होगा. अगर लोकपाल डर का नाम है तो इस डर का पहला असर तो सीधे सादे और इमान दारों पर होगा क्योंकी आज कोई भी काम क्यों ना हो वो किसी ना किसी कानून को तोडता नजर आयेगा.  इसलिये  हर अच्छा काम करने से पहले हजार बार सोचेगे. इस बात को वो निर्दोष लोग अच्छी तरह समझ पायेगे जिन का पाला इस देश की न्याय पालिका या पुलिस से पडा है.

अब उन्हे लोक पाल का सामना भी करना होगा. क्योंकी इस देश की न्याय व्यवस्था में दोष मुक्त सिद्ध करना उसका काम है जिस पर दोष लगाया गया है. न्याय सबूत और दलील पर टिका होता है. हम सब को मालूम है की सबूत और दलील आसानी से बनाये और मिटाये जाते है. जुगाडू और अपराधी पृवति के लोग इस बात का पूरा ध्यान रखते है की कोई सबूत ना छोडे और दलील के लिये मंहगे से मंहगा वकील उनकी सेवा में मोजूद होता है. पर सीधे सादे लोग क्या करे! ... जब उन्हे इस फंसाया जाता है और उनके पास इतने साधन भी नहीं होते कि वो ढंग का वकील भी कर सके.

इसका सही तरीका हमारे अपने अदंर और समाज में मोजूद कूडे की सफाइ से होना चाहिये क्योंकी कूडे के साफ होते ही कीडे अपने आप साफ हो जाते है. कूडे की सफाइ किसी एक गांधी या अन्ना के बस की बात नहीं है. की उन्हे भूख ह्डताल पर बैठाकर सारा देश रस मलाइ खाता रहे और सोचे अब सब ठीक हो जायेगा.

यह देश कलामाडी और राजा जेसे लोगों के दम पर नहीं चल रहा है.
यह चल रहा है उन करोडॉं लोगों के दम पर जिन्हे ईमान की कमाई पर अब भी भरोसा है. जो अब भी खून पसीने की कमाई पर जीते है और जो रूखा सूखा मिल जाता उसी से संतुष्ट हो जाते है. इसलिये जो लोग इस देश के भले का सोच रहे है उन्हे इस बात का ध्यान रखना होगा की वो आखरी साधारण सा दिखने वाला इंसान मजबूत बने. क्योंकी इस देश में दोषी को महिमा मंडित करने की अजीब प्रथा चलने लग़ी है हम जितनी ताकत इन दोषियों को पता लगाने और उनके कारनामों का बखान रात दिन मिडिया में करने में करते है. उससे कही ज्यादा जरूरी उन लोगों की पहचान करने और उन्हे समाज में सही जगह दिलाने में हे जो रात दिन अपना काम इमांनदारी से कर रहे है. अब वो चाहे रेलवे का अदना सा दिखने वाला लाइन मेंन ही क्यों ना हो....

इससे हम उन लोगो में यह भरोसा दिला सकेगे की जो वो कर रहे है सही है. सही का साथ, गलत को अपने आप खत्म करेगा. अभी तो हम बस गलत को ढूड रहे है और लग रहा है जेसे यह देश बस गलत लोगों का है. इसलिये यह समय आम जनता के भरोसे और उसकी सही ताकत से परिचय कराने में हे. हमे ऐसा कुछ नहीं करना है की लोगों का विशवास लोकतंत्र जेसी व्यवस्था से उठ जाये. क्योंकी दोष व्यव्स्था का नहीं हमारे अदंर में है. ऐसा ना हो जाये की काम ना करना, काम करने से ज्यादा आसान हो जाये. अगर ऐसा हुआ तो वो देश के लिये और भी खतरनाक हो जायेगा. क्योंकी यह निर्णय में देरी का कारण बनेगा.

यह भी समझना जरूरी है आज जिसे काम करने का कमिशन मिलता है, कम से कम वो उसके लिये काम तो करता है. कल जब उसे कमिशन नही मिलेगा तो क्या होगा? ...एसा ना हो की उन्हे कमिशन ना मिलने के कारण फाइले बस एक से दूसरी टेबल पर जाती रहे. क्योंकि इस देश में इतने कानून है की हर अच्छा काम किसी ना किसी कानून का उलंघन करता नजर आयेगा जो काम ना करने का आसान बहाना हो जाता है. आम आदमी ऐसा अकसर हर उस सरकारी कार्यालय में महसूस करता है जहां वो उनको तय कमिशन नहीं देता!

आज भी हम समाज और उसकी व्यवस्था से ज्यादा व्यक्तिवाद को अहमियत देते है. हम यह भूल जाते है कि अगर अन्ना सही है तो हम सब को अन्ना के कदम पर चलना चाहिये ना की अन्ना के नाम का उपयोग कर तमाशा करना चाहिये. क्योंकी उसका असर बस इतना होगा की सरकार चलाने वालों के चेहरे बदल जायेगे. हमे चाहिये को जो जिस जगह है वो अपने आस पास के माहोल के बारे में सजग रहे. कोशिश करे कि हम ना गलत करे ना गलत होने दे. हमे एक और काम करना होगा की जो लोग अपना काम इमानदारी और लगन से कर रहे है उन्हे हम सही पहचान दे सके.

लोक पाल बिल लाने से पहले 1857 से लेकर 1947 तक जो भी कानून अंग्रेज देश में बना कर गये और उसके बाद हमारी सरकारों ने आज तक बनाये. क्या उनकी समिक्षा नहीं होनी चाहिये. क्या पुलिस का रोल अब फिर से परिभाषित नहीं होना चाहिये. ऐसा हुये बिना लोक पाल का कोई मतलब नहीं रह जाता.

अन्ना कहते है राजनेता तो जनता का सेवक होता है. जब की सच यह है की राजनेता सेवक नहीं राजा होता है....जिसका धर्म राज करना है...इसके लिये वो कुछ भी कर गुजरेगा ....किसी भी कीमत पर. उसके लिये अगर लाखों का खून बहता तो बहने दो..अगर करोडों भूखों मरते हो तो मरने दो....विश्व का इतिहास देखो...राजनेता सेवक है या फिर सेवा कराता है सब समझ आ जायेगा

 उम्मीद है कि मेरे इस तरह के संबोधन से आप नाराज नहीं होंगे और इस पर खुले दिल से विचार करने की कोशिश करेगे. और इस लड़ाई को सार्थक मतलब देगे. मेरी गुजारिश बस इतनी भर है इस देश में पहले से ही इतने कानून और उन पर पल रहा इतना बढा तंत्र है. इसे छोटा और दुरस्त करने की जरूरत है. ना की उसे और जटिल बनाने की...लोगों में आशा और उम्मीद जगाने की जरूरत है ना की निराशा और हताशा ... ईमान दारी से जीना किसे कहते उसे हम अपने काम से साबित करे. इस तरह के भाषण और आंदोलन चेहरे बदलते है व्यव्स्था नहीं..... दुर्वेश

Role of electricity on primary energy demand

Is electricity hindering primary energy demand to go down in absolute terms? Is electricity a high quality but polluting energy form, that should be only used when there is no alternative? With the increasing conversion efficiency of electricity in generation, increasing share of renewable electricity, the high efficiency at the point of use and the system level efficiencies, there is a lot of supporting evidence for a claim that electricity can save energy.

Growth in electricity consumption can be seen as fuelling GDP growth. Modernising electricity infrastructure increases economic productivity. All over world high growth of electricity's share in the total final energy mix has been steadily increasing.

Electricity is just an energy carrier, which due to its high quality, can be converted with high efficiency into practically any energy service. An integrated resource viewpoint should be taken when evaluating the efficiency of electricity to deliver energy services. For example an electric vehicle can be about twice as efficient in converting primary energy into transport services. Based on the integrated resource view, we can speculate that it is actually the growth in electricity consumption that is pushing down primary energy demand.

Electricity is a product, and just like any other product, it has certain quality characteristics such as voltage level and tolerance, frequency, environmental performance, But it also has very unique features. The main characteristic of electricity is its high quality, and its resulting capability to serve practically any energy service (light, appliances, motion, electronics, heat) from a single system. The price to pay for this high quality is the conversion loss in the thermal power station, a loss that has been steadily decreasing over the past century, and is now approaching its thermo dynamical limit). Serving all energy needs from a single system reduces cost of technical installations to the end-user. The capital becoming available could be used to invest in energy conservation, energy efficiency or renewable generation.

Electricity also has some disadvantages. It cannot be stored in large quantities in a practical way and at reasonable cost. As a result, supply and demand must match at all times in a fragile balance. It's the ultimate just-in-time product, consumed at the moment it is being produced, In fact, its users have as much influence over its quality than its suppliers. Considering this fragile balance, it is all the more amazing that we observe unplanned interruptions frequently in the electricity system . For example 100 minutes lost corresponds to 0.02% of the minutes in a year, or 99.98% availability. The best performance is achieved in the electricity systems of Austria, Germany and the Netherlands, and such high performance may not even be sufficient to power the digital economy. Meanwhile, the question remains whether the emerging electricity system of the future India will be able to achieve the higher goal.

When power stations convert primary energy into heat, and then into electricity, the conversion efficiency varies between 30% (older power stations) and 60% (modern gas-fired combined cycle stations). Therefore, the share of electricity in the energy mix differs dramatically between primary energy and secondary energy (or final energy). When converting this amount back to primary energy, a method called the 'physical energy content' is often used . For example:

Renewables: a factor 1

Nuclear: factor 3

thermal power plants: factor CO2 (e.g. 2.5 for coal, 1.7 for gas)

The average 'physical energy content' of electricity for Europe is around 3, i.e 3 kWh of primary energy is needed for each kWh of electricity. For a (hypothetical) electricity system based on a quarter each of renewables, nuclear, coal-fired and gas-fired combined-cycle stations, the conversion factor would be slightly above below 2.5. When taking transmission & distribution losses into account, the factor should be 4-10% higher. For electricity systems where additional electricity demand is supplied by renewables or combined cycle power stations, the primary energy factors would be respectively 1.07 and 1.8.

The efficiency of appliances to convert electricity into energy services is increasing steadily, and still has improvement potential. For example:

• Losses in refrigeration have been reduced historically by a factor 5, from the levels at the end of the 80's to the best available technology in class A+ appliances (fig 3).

• Energy use for individual lighting applications can be reduced by a factor 5 or more. Modern lighting solutions are 50-100 times more efficient than candles.

• Distribution transformers, one of the most efficient machines ever designed by man, can still reduce losses by a factor 3-4 through the use of amorphous iron

• In motor driven systems (pumps, compressors, fans, washing machines, electric trains), it is possible to reduce losses by 30% on average.

But the above examples just provide a static perspective, whereas electro technologies sometimes have more dramatic impacts at the systems level.

Because of its high quality, using electricity instead other energy carriers can have a boosting effect to save primary energy and reduce greenhouse gas emissions, even when including conversion losses in power generation:

• The use of high speed electric trains instead of air transport reduces primary energy use per passenger.km by a factor 3 and CO2 emissions by a factor 4.

• Using electric trains instead of diesel trains reduces CO2 emissions by a factor 4 and primary energy use by a factor 2 .

• Electric vehicles are twice as efficient as vehicles with internal combustion engines.

• Efficient heat pumps, drawing heat from the underground require 20-40 kWh of electricity to supply 100 kWh of heat; they typically reduce final energy demand for heating by at least a factor 3 and primary energy demand by at least 25%.

• With induction heaters for cooking, 90% of (final) energy goes in the pan, compared to 55% for gas-fired cooking.

• Modern high temperature heating solutions for industrial processes can in some cases save up to 80% of primary energy and up to 60% of CO2 emissions through their efficient use of primary energy

At the next level, electricity - the only energy carrier that can power the digital economy - enables system-level efficiencies, eliminating or drastically reducing the need for certain energy services like:

• Teleworking, Videoconferencing or webconferencing, reducing the need for travel

• Heating controls for building energy management, ensuring buildings are only heated when needed

• Dimmable lighting systems, ensuring exactly the right amount of light in the right place at the right time

• Process control technologies, especially in industry can drastically reduce energy

With the increasing conversion efficiency of electricity in generation, the increasing share of renewable electricity, the high efficiency at the point of use and the potential for system level efficiencies, there is a lot of supporting evidence for a claim that electricity can save energy. Considering the high quality of electricity, its inefficient use and high stand-by losses are a waste that needs to be avoided, without impairing its potential benefits to reduce primary energy and reduce greenhouse gas emissions in many other areas.

There’s a hierarchy of levels of human consciousness. It’s also fairly easy to figure out where we fall on this hierarchy based on our current life situation. From low to high, the levels of consciousness are: shame, guilt, apathy, grief, fear, desire, anger, pride, courage, neutrality, willingness, acceptance, reason, love, joy, peace, enlightenment. While we can pop in and out of different levels at various times depending on various life situation and mood but usually there’s a predominant “normal” state for us. It’s like our blood pressure. It varies but there is predominate normal state which identifies us as high bp or low bp or normal bp.
Conciousness can be divided into 7 major levels where every one around you and you yourself notice clear change in how you perceive reality and how you react to it.

Level-1: shame, guilt, apathy, grief

Shame – Just a step above death. probably contemplating suicide at this level. or a serial killer. Think of this as self-directed hatred.

Guilt – A step above shame, but still may be having thoughts of suicide. one think of himself as a sinner, unable to forgive for past transgressions.

Apathy – Feeling hopeless or victimized. The state of learned helplessness. Many homeless people are stuck here.

Grief – A state of perpetual sadness and loss. one might drop down here after losing a loved one. Still higher than apathy, since one is beginning to escape the numbness.



Level-2: fear, desire and anger

Fear – Seeing the world as dangerous and unsafe. Usually one needs help to rise above this level, or will remain trapped for a long time, such as in an abusive relationship.

Desire – Not to be confused with setting and achieving goals, this is the level of addiction, craving, and lust — for money, approval, power, fame, etc. consumerism. Materialism. This is the level of smoking and drinking and doing drugs.

Anger – the level of frustration, often from not having one’s desires met at the lower level. This level can spur one to action at higher levels, or it can keep stuck in hatred. In an abusive relationship, one will often see an anger person coupled with a fear person.

Level-3: pride

Pride – The first level where one start to feel good, but it’s a false feeling. It’s dependent on external circumstances (money, prestige, etc), so it’s vulnerable. Pride can lead to nationalism, racism, and religious wars. Religious fundamentalism is also stuck at this level. one become so closely enmeshed in one’s beliefs that one see an attack on beliefs as an attack on himself.

Level-4: courage, neutrality

Courage – The first level of true strength. Courage is the gate way. This is where one start to see life as challenging and exciting. one begin to have an interest in personal growth, although at this level we call it something else like skill-building, career advancement, education, etc. one start to see future as an improvement upon past, rather than a continuation of the same.

Neutrality – This level characteristics can be understood by the phrase, “live and let live.” It’s flexible, relaxed, and unattached. Whatever happens, one don’t have anything to prove. feel safe and get along well with other people.

Level-5: willngness, acceptance, reason

Willingness – Now that you’re basically safe and comfortable, one start using energy more effectively. Just getting by isn’t good enough anymore. one begin caring about doing a good job — starting thinking about time management and productivity and getting organized, things that weren’t so important at the level of neutrality. Think of this level as the development of willpower and self-discipline. These people are the “troopers” of society; they get things done well and don’t complain much. If in school, then a really good student; who take studies seriously and put in the time to do a good job. This is the point where our consciousness becomes more organized and disciplined.

Acceptance – Now a powerful shift happens, and one awaken to the possibilities of living proactively. At the level of willingness one become competent, and now one want to put abilities to good use. This is the level of setting and achieving goals. It it basically means that begin accepting responsibility for role in the world. If something isn’t right about one define desired outcome and change it. start to see the big picture of life more clearly. This level drives many people to switch careers, start a new business.

Reason – At this level one transcend the emotional aspects of the lower levels and begin to think clearly and rationally. when one reach this level, they become capable of using reasoning abilities to their fullest extent. they now have the discipline and proactively fully exploit natural abilities. They reached the point where they say, “Wow. I can do all this stuff, and I know I must put it to good use. So what’s the best use of my talents?” take a look around the world and start making meaningful contributions. At the very high end, this is the level of Einstein and Freud.

Level-6: love, joy

Love and joy –It’s unconditional love, a permanent understanding of connectedness with all that exists. Think compassion. At the level of reason, one now place head and all other talents and abilities in service to greater sense of right and wrong , motives at this level are pure and uncorrupted . This is the level of lifetime service to humanity. Think Gandhi, Mother Teresa. At this level you also begin to be guided by a force greater than self. It’s a feeling of letting go. intuition becomes extremely strong

Level-7: joy and enlightenment

Peace & Enlightenment –The level of saints and advanced spiritual teachers. Just being around people at this level makes you feel incredible. At this level life is fully guided by synchronicity and intuition. There’s no more need to set goals and make detailed plans — the expansion of your consciousness allows you to operate at a much higher level. A state of pervasive, unshakable happiness . The highest level of human consciousness, where humanity blends with divinity. Extremely rare. The level of Krishna, Buddha, and Jesus. Even just thinking about people at this level can raise your consciousness.

I think you’ll find this model worthy of reflection. Not only people but also objects, events, and whole societies can be ranked at these levels. Within your own life, you can experience different levels at some parts of your life, but you should be able to identify your current overall level. You might be at the level of neutrality overall but still be addicted to smoking (level of desire). The lower levels you find within yourself will serve as a drag that holds the rest of you back. But you’ll also find higher levels in your life. You may be at the level of acceptance and read a book at the level of reason and feel really inspired.

Think about the strongest influences in your life right now. Which ones raise your consciousness? Which ones lower it?.. We’ll naturally fluctuate between multiple states throughout the course of any given week, so you’ll probably see a range of 3-4 levels where you spend most of your time. One way to figure out your “natural” state is to think about how you perform under pressure. If you squeeze an orange, you get orange juice because that’s what’s inside. What comes out of you when you get squeezed by external events? Do you become paranoid and shut down (fear)? Do you start yelling at people (anger)? Do you become defensive (pride)?

Everything in your environment will have an effect on your level of consciousness. TV. Movies. Books. Web sites. People. Places. Objects. Food. If you’re at the level of reason, watching TV news (which is predominantly at the levels of fear and desire) will temporarily lower your consciousness. If you’re at the level of guilt, TV news will actually raise it up.

Progressing from one level to the next requires an enormous amount of energy. Without conscious effort or the help of others, you’ll likely just stay at your current level until some outside force comes into your life. Going up even one level can be extremely hard; most people don’t do so in their entire lives. A change in just one level can radically alter everything in life. This is why people below the level of courage aren’t likely to progress without external help.

Courage is required to work on this consciously; it comes down to repeatedly betting your whole reality for the chance to become more conscious and aware. But whenever you reach that next level, you realize clearly that it was a good bet. For example, when you hit the level of courage, all your past fears and false pride seem silly to you now. When you reach the level of acceptance (setting and achieving goals), you look back on the level of willingness and see you were like a mouse running on a treadmill — you were a good runner, but you didn’t pick a direction.

Up to the level -4 external environment influence most, external condition can make you sink easily into the lower levels and memory becomes clouded. As an rough estimate 85% of the people on earth live below the level of courage. If you’re reading this, chances are you’re at least at the level 4 because if you were at a lower level, you’d likely have no conscious interest in personal growth.

I think the most important work we can do as human beings is to raise our individual level of consciousness. When we do this, we spread higher levels of consciousness to everyone around us. Imagine what an incredible world this would be if we could at least get everyone to the level of acceptance.

Jesus was a carpenter. Gandhi was a lawyer. Buddha was a prince and were at different level of lower consciousness at beginning. We all have to start somewhere. Look at this hierarchy with an open mind and see if it leads you to new insights that may help you take the next leap in your own life. No levels are any more right or wrong than others. Try not to get your ego wrapped up in the idea of being at any particular level, unless you’re currently at the level of pride of course.
